Limita inaltime

Salut! Am un server de bukkit, si de la un timp, de cand am schimbat mapa nu pot construi mai sus de 18 blocuri! Am scos toate pluginurile, am schimbat mapa, am crescut la max-high-limit si tot nu merge! Ce pot sa fac?
